A review will be conducted of work products similar to those requested in this application. References will also be checked as to the timeliness of the work, as well as the satisfaction of the client.
Selection of the consultant(s) for the program development AAD + 45 days* 10 days R.J. Walker, Osage Tribe and Byway Committee The selection of the consultant is a key element to the planning and program development of the byway. R.J. Walker will present information on the consultants to the Byway Committee for evaluation and selection. The Committee will determine a priority list for consultants. Once the consultants have been prioritized, R.J. Walker will conduct negotiations for the price of the scope of work with the first consultant. If no agreement can be made, he will proceed to conduct negotiations with the next consultant from the priority list. Once the consultant is selected, a contract for work will be approved by the Osage Tribal Council and a starting date will be set. This project task will be instrumental in starting the project and putting it on a timeline for completion of project milestones.
Create a vision statement for the byway AAD + 45 days* 30 days Consultant, Byway Committee Develop a vision statement, a broad statement of what the Committee wants the byway to be and to accomplish in the future.
Explore the parameters and potential of the byway and define the byway and boundaries of the byway AAD + 45 days* 30 days Consultant, Byway Committee Identify and meet with tribal leaders, property owners and businesses and tourism people in a preliminary effort to educate and involve them in the byway planning process. Identify key people who will help to determine what is special about the byway corridor and help to broaden the base of participants and partners who can help shape the byway. The byway coalition should reflect the diversity of the community including Osage Indians, ranchers (property owners), oil and oil related businesses, retail businesses and tourism related organizations. Begin the citizen participation process which is ongoing throughout the entire planning process. This process will involve meetings with refreshments or meals, depending on the location and the target groups of citizens in the area.
Develop a Resource Inventory AAD + 75 days* 60 days Consultant, Byway Committee Document all resources and major tourist attractions of the Osage Reservation, and particularly along the initial proposed byway route. Develop maps, resource management and tourism themes the byway would address. Employ professional photographers to get good images for the documents and maps to be used for brochures and other media about the byway. The Inventory will provide detailed descriptions of each attraction of facilities, tourist capacities as well as strengths and weaknesses. The inventory will asses the byway route in terms of topography, physical condition, environmental conditions, land use, traffic, safety considerations, regional patterns, American with Disabilities Act, Utilities, Signs, Billboards and factors that undermine the intrinsic qualities of the byway.
Develop Base maps for Inventory AAD + 90 days* 90 days Consultant, Byway Committee The Consultant will design a base map for the location of the resources of the inventory. It will be a GIS based map. The map will also be able to used for brochure and media development. The Osage County Tourism Board is working with the Indian Nations Council of Governments (INCOG) on a map of all the attractions and resources of the Osage Reservation, which is in an ArcView format. The Consultant may be able to utilize this information in developing the base map for the byway.
Define the route and boundaries of the byway AAD + 135 days* 15 days Consultant, Byway Committee From the Resource Inventory, determine the byway route or routes. After developing and evaluating the Resource Inventory, there may be more than one route, or loops from the byway that could be developed in phases. There may be some areas or attractions on the byway such as the Tallgrass Prairie Preserve that are off the byway route some distance, which require the byway corridor to be "elastic" at certain locations.
Develop a Master Interpretative Plan for the Byway AAD + 160 days* 90 days Consultant, Byway Committee Develop a detailed Master Interpretative Plan that tells a cohesive and comprehensive story of the byway. The purpose of this plan is to connect travelers with the route’s rich history, including the influence of the European culture on the Osage Tribal culture and traditions. The Master Plan Will identify and document the tangible resources to the stories and meanings associated with the route. The Plan will develop themes that organize the stories and tangible resources into a cohesive story. The plan will recommend specific interpretative for tangible resurveys such as wayside exhibits and kiosks, comprehensive media where no tangible resources exist such as traveling exhibits and visitor centers, resources and media for audiences with specific interests related to the byway.
Strategic Phased Plan to develop the byways AAD + 240 days* 30 days Consultant, Byway Committee The Strategic Plan for phased development of the byways facilities will be an additional outcome of the Master Interpretative Plan. It will integrate a step-by- step action plan for the next 3-5 years for the byway development. The strategic plan will also identify funding sources. 
Develop a Corridor Management Plan for the Byway AAD + 270 days* 90 days Consultant, Byway Committee Develop a Corridor Management plan that is specific to the Osage Nation Heritage Trail and that covers the 14 components required by the Scenic Byways program. Print 50-100 color reports of the Master Interpretative Plan and the Corridor Management Plan for distribution and the Designation application. Print 4 color summary brochures also for distribution and education about the byway.
America's Byways Designation application AAD + 300 days* 60 days Consultant, Byway Committee The Consultant will utilize all the planning documents including the Interpretative Master Plan and the Corridor Management Plan to develop a full application for nomination to the America’s Scenic Byways Program. This activity will occur based on the next designation round.
